Position Summary: The incumbent in this position provides specialized financial analysis and services to the University’s Vice Chancellor of Administrative Services who is the University’s Chief Business Officer (CFO), the University’s Deputy Chief Business Officer, the Controller, the Budget Director and other divisional leadership in managing and facilitating the Division’s operations, chiefly through Analyses and Assessments of Operations, and Development of Programs and Policies Options. The incumbent independently collects and organizes financial and programmatic data and information; interprets applicable rules, regulations and policies; develops options and plans; and recommends operational enhancements, changes and new programs to Administrative Services senior management. The incumbent’s detailed policy and resource analyses support decision-making, planning, institutional assessment, and policy formulation by the Chief Business Officer, the Deputy Chief Business Officer, the Budget Manager, and/or the Controller. The incumbent reports directly to the Vice Chancellor of Administrative Services.


Analysis and Assessments of Operations

Through observations, assessment, evaluation and research, analyze operations across the Division as requested by Administrative Services senior management. Analyses will include such areas as University Budgets, Facilities Management, Human Resources, University Business Services, Student Financial Services, University Police, Postal and Documents Services, Central Stores and Receiving, and Head Start. Make recommendations and assist with special projects.

Development of Programs and Policies Options

Through research and analyses, develop program and policy options. New programming and operational opportunities for recommending to the Administrative Services senior management. Research and compile information to recommend program improvements that promote University and Division goals. Apply a wide range of analytical techniques to assess the financial and budgetary needs of the University and the Administrative Services function, preparing and presenting reports and analyses. Conduct financial analysis to determine the budget impact of potential new programs or extended programs, policies, and procedures.

Work to develop a new financial measurement system is one of the primary objectives of the position.

Programs and Policies Design and Implementation

Resolve concerns from University colleges, departments, units and administrators about data and reports generated from the Peoplesoft-Shared Financial System (PS-SFS) and Wisconsin Data Mart for Peoplesoft Financial (WISDM). Assist with preparation of all required local, State and Federal fiscal reports, advise the Vice Chancellor of new reporting requirements and commitment  impacts on Administrative Services operations.

 UW System Administration and Campuses Interrelationships

Design new operational programs and policies, ensuring alignment with the UW System, University, and Division goals. Develop individual project implementation plans, and manage each project to completion.  Coordinate project plans and implementation processes with other University divisions, colleges, departments and units to ensure process ownership. Develop annual work flow plans for each new program and policy, ensuring that the plans are aligned with the overall mission and goals of the University and the division.

Consult with the UW System Administration and other UW campuses on issues and projects of joint interest, including program analyses, policy, planning, implementation, and reporting.  Recommend partnerships with other UW institutions that are mutually beneficial to the campuses.

Required: • Bachelor’s Degree in accounting, finance, business or related field
• Demonstrated accounting/ fiscal management experience, and/or experience in other administrative services functions
• Demonstrated experience of effective communication and analytical skills
• Ability to work with personnel from diverse backgrounds
• Commitment to the highest standards of customer services, from both internal and external stakeholders

• Masters Degree, MPA, or MBA in finance, accounting, business administration, public administration, or related field 
• CPA or equivalent accounting degree
• At least five (5) years of experience in managing finances within an institution of higher education
• Knowledge of/or experience with complex computer –based financial accounting management systems, e.g., PS-SFS, WISDM, etc,
• Proficiency in the use of Microsoft Office Applications, calendar management and email software as productivity/communication tools.
• Well-developed in cutting edge understanding of finance and or administrative challenges in higher education today
• Experience in and/or openness to change management challenges
