Position Summary: The Benefits and Wellness Specialist administers benefit programs, including retirement programs by maintaining an employee database; responding to requests; interpreting policies and procedures; researching problems; providing information; and establishing and maintaining a working relationship with University of Wisconsin System Administration (UWSA), Employees Trust Fund (ETF) and other benefit providers.

40% Benefits Management

-Responsible for benefits administration, including new hire enrollment, open enrollment, benefit changes, and coordination of benefit billing

-Create, manage and update all employee benefit changes and adjustments in HRS

-Resolve employee questions and problems regarding benefits by researching benefit policies and procedures; providing answers to questions and resolutions to problems

-Reconcile benefit accounts using reports; complete cleanup of all benefit accounts including communication to the employee, UW Service Center and/or UW System Administration

-Maintain all employee health benefits related records and reports in both hard copy and electronic form

-Coordinate the off-boarding process, ensuring the experience of exiting employees is smooth and dignified. Interface with existing employees, prepare all physical, data and HRS files, and coordinate with UW Service Center and UW System Benefits to facilitate benefits termination and COBRA initiation, as appropriate.  Manage COBRA process with assistance of UW Service Center

-Responsible for review of daily reports (MSC, new hires, benefit changes) and work with UW Service Center to ensure benefit applications are processed correctly

-Monitor and clear WED report daily in order for accurate processing of all benefits data


20% Benefits Resource

-Help employees understand benefit programs through a variety of communication types, including, but not limited to: one-on-one meetings and emails

-Create knowledge building resources, i.e.: announcements, booklets, pamphlets, as well as facilitate trainings and seminars

-Conduct benefit overviews for potential employees as requested

-Conduct benefits orientations for all new employees on a regular schedule.

-Coordinate with UW System Benefits Team for all system communication and create all campus communication during the Annual Benefits Enrollment period (ABE)

-Respond to all benefit related inquiries


15% Leave Management and Backup to Administering FMLA

-Assist Payroll and Benefits Manager with advising employees on their rights and responsibilities for various leave situations; determine the appropriate action to take and work with the employee to obtain the appropriate paperwork needed

-Develop communications to the campus community on policies and procedures related to accrual and use of Annual Leave, Sick Leave, and with the help of HR Specialist, Family Medical Leave Act provisions (FMLA)

-Assist Payroll and Benefits Manager with certifying Family and Medical Leave Act (FMLA) leaves for faculty and staff and backup to the coordination of leave benefits provided under the federal and Wisconsin FMLA with other leave rights

-Assist to ensure compliance with federal and state laws as it relates to appropriate correspondence with insurance companies, medical providers and others

-Assist with responding to inquiries, interpreting and training university employees and administrators on federal regulations including, but not limited to, FMLA and FLSA


15% Special Projects

-Manage various campus initiatives (i.e.: off site benefit consultations, length of service awards ceremony)

-Assist with oversight of the Health and Wellness student intern

-Support tracking wellness campaign participation and assist with facilitating campus wellness events and promotions.

-Assist with WELCOA application for National Workplace Wellness Recognition

-Other duties as assigned by the Payroll/Benefits Manager


10% Retirement

-Counsel employees on retirement and assist them with completing the retirement application; answer questions regarding insurance benefits after retirement

-Monitor/track rehired annuitants

-Complete sick leave certification for retirees’ continuing health insurance benefits after retirement

-Ensure Continuous Service Date, Benefits Service Date, etc. are correct in HRS for retirement purposes


Required: •Minimum of a Bachelor’s degree from an accredited college or university or 4 years of related human resource experience
•Knowledge of benefits and retirement programs (including applicable state and federal laws and regulations).
•Ability to maintain confidentiality to maintain the integrity of benefits and human resources practices.
•Exceptional oral, written and interpersonal communication and customer service skills.
•Ability to maintain a high level of professionalism in communicating and working effectively with a diverse variety of internal and external contacts.
•Ability to analyze complex issues and effectively recommend solutions.
•Ability to meet deadlines and multi-task, when necessary.
•Ability to work independently with exceptional organizational, problem solving prioritizing, multitasking, and decision making skills.
•Knowledge of Microsoft Suite (Word, Excel, PowerPoint, Outlook).

•Certification in Benefits/Human Resources e.g., PHR, SHRM-CP.
•Knowledge of administering benefits and retirement programs.
•Ability to present information effectively in a large group settings.
•Experience using a HRIS system such as PeopleSoft, Banner, etc.
•Experience with rules set forth by the Wisconsin Department of Employee Trust Fund (ETF), Wisconsin Retirement System or similar program.
